1.01 - The name of the association will be referred to as the “Richmond Hill Men’s Recreational Baseball League”, hereinafter known as the “Association”.

2.01 - To promote baseball, sportsmanship and friendships in a recreational baseball setting.

2.02 - To provide recreational baseball for the Association members

2.03 - To establish and govern a league within the jurisdictional boundaries of the Association.

2.04 - To provide fair and equitable arbitration for members pertaining to facets of baseball within the jurisdiction of the Association.

3.01 - The jurisdictional boundaries of the Association are as follows:

  1. NORTH-WEST: Center line of Highway 9 to center line of Highway 400
  2. NORTH-EAST: Center line of Highway 9 to center line of Highway 48
  3. SOUTH-WEST: Center line of Steeles Ave to center line Highway 400
  4. SOUTH-EAST: Center line of Steeles Ave to center line of  Highway 48

4.01 - The Association shall have an executive board comprised of:

  1. President
  2. 1st Vice-President
  3. 2nd Vice-President - League Operations
  4. 3rd Vice-President - Media/Public Relations
  5. 4th Vice-president – Marketing/Sponsorship
  6. Treasurer
  7. Registrar
  8. Secretary
  9. Senior Statistician
  10. Immediate Past President

4.10 - Duties of Officers

4.11 - PRESIDENT

The President shall;

  1. Preside at all Executive board meetings.
  2. Call special meetings of the executive board.
  3. Be a member ex-officio of all committees.
  4. Carry out all assignments and instructions as determined by a majority vote of the executive board.
  5. Ensure that a year-end audit is carried out.
  6. Have the deciding vote on executive board issues that are voted on and are in a tie.

4.12 - 1st VICE-PRESIDENT

The 1st Vice-President shall;

  1. Fulfill the duties of the President in the event of the Presidents absence or incapacity.
  2. Organize and order league uniforms, and be responsible for their distribution.
  3. Ensure that facilities are acquired to carry out association events and that adequate notice is given prior to said dates.
  4. Carry out other duties as may be assigned by the President or Executive board.

4.13 - 2nd VICE-PRESIDENT - LEAGUE OPERATIONS

The 2nd Vice-President shall;

  1. Schedule all Association regular season and playoff games and ensure that adequate facilities are acquired / arranged.
  2. Liaise with the Umpire in Chief to ensure umpires have been acquired and scheduled for all Association games.
  3. Arrange in a timely manner the re-scheduling of Association regular season and playoff games that have been postponed.
  4. Carry out other duties as may be assigned by the President or Executive board.

4.14 - 3rd VICE-PRESIDENT - MEDIA/PUBLIC RELATIONS

The 3rd Vice-President shall;

  1. Ensure that adequate contact is maintained with the various information sources serving the needs of the Association.
  2. Perform the duties of Chairman for the Media Committee.
  3. Maintain the online presence.
  4. Maintain the social media presence.
  5. Perform the duties of Webmaster/Website Senior Administrator
  6. Carry out other duties as may be assigned by the President or Executive board.

4.15 - 4th VICE-PRESIDENT – MARKETING/SPONSORSHIP

The 4th Vice-President shall;

  1. Ensure that necessary sponsorship is acquired for the Association.
  2. Perform the duties of Chairman for the Sponsorship Committee.
  3. Maintain adequate contact with league sponsors.
  4. Carry out other duties as may be assigned by the President or Executive board.

4.16 - TREASURER

The Treasurer shall;

  1. Maintain accurate financial records of all monies received and distributed for the Association.
  2. Be responsible for fees payable, donations, etc. on behalf of the Association.
  3. Prepare an annual financial statement.
  4. Assist with committees.
  5. Carry out other duties as may be assigned by the President or Executive board.

4.17 - REGISTRAR

The Registrar shall;

  1. Be responsible for the registration of all players of the Association.
  2. Ensure that all players have obtained age of majority before acceptance of registration.
  3. Ensure all member information is accurate and up to date on the website administration.
  4. Carry out other duties as may be assigned by the President or Executive board.

4.18 - SECRETARY

The Secretary shall;

  1. Record and distribute the minutes of executive meetings.
  2. Receive and direct all correspondence for the Association.
  3. Perform the duties of Chairman of the Events Committee
  4. Carry out other duties as may be assigned by the President or Executive board.

4.19 - SENIOR STATISTICIAN

The Senior Statistician shall;

  1. Maintain, as far as possible, Association statistics.
  2. Ensure the collection of score sheets after an association scheduled game.
  3. Carry out other duties as may be assigned by the President or Executive board.

4.20 IMMEDIATE PAST PRESIDENT 

The Immediate Past President shall;

  1. Assist the incoming executive through the transition period after the annual general meeting.
  2. Assist various committees with short term assignments when necessary.

5.01 - The Umpire in Chief shall be appointed annually by the newly elected Executive board.

5.02 - The Umpire in Chief shall be entitled to the waiving of registration fees less $100 for themselves, if they are a registered member for the year served as Umpire in Chief.

5.10 - Duties of the Umpire in Chief

The Umpire in Chief shall;

  1. Co-ordinate, with the 2nd Vice-President, all scheduling of umpires for all association games.
  2. Perform the duties of Chairman for the Rules Committee.
  3. Ensure the rules of play be governed by the Ontario Baseball Association unless otherwise governed by the association house rules, or otherwise determined by the Rules Committee.
  4. Ensure all association house rules are conveyed to the teams by the first Association game of the season. Any changes or amendments to the rules thereafter, teams must be notified before the next Association game.
  5. Attend, with a written report, any disciplinary hearings on any league    member, when requested by the Executive board.

6.01 - Team Representatives will be appointed by the Executive board for representation of the teams regarding the activities of the Association. One Team Representative will be appointed for and/or from each team Participating.

6.02 - Term of office for Team Representatives will be comprised from day of the draft to the banquet or the final game of the playoffs; whichever comes last.

6.10 - DUTIES OF TEAM REPRESENTATIVES/CAPTAINS

The Team Representative shall;

  1. Attend executive meetings when requested by the Executive board.
  2. Duly represent the ideals and concerns of the teams involved.
  3. To inform their respective teams of playing rules, disciplines and concerns as determined by the Executive board.
  4. Carry out other duties as may be assigned by the Executive board.

7.01 - The Association encourages volunteers for executive positions. Such persons who volunteer for assistant(s) positions are encouraged to attend executive meetings.

7.02 - Maximum one (1) executive assistant vote per office.

7.03 - No more than two (2) persons will be accepted for any executive assistant position, except for the office of 4th Vice-President - Marketing/Sponsorship who may have up to five (5) volunteers, and be governed by section 15.00.

7.04 - Executive Assistants will be able to bring motions to executive meetings and will be able to vote on such motions.

7.05 - If the position of Executive assistant is not filled for one of the offices, then there will not be an additional allotted vote.

7.06 - The Executive Assistant shall assist in the duties of the Executive officer as defined under section 4.00 for said position.

8.01 - A quorum of the Executive board will consist of five (5) or more eligible voting members.

9.01 - The officers of the Executive board shall be elected at the annual general meeting, with the exception of the Umpire in Chief.

9.02 - Term of office is from the day after the banquet until the day of the banquet, or November 1st to October 31st in the absence of an annual banquet.

9.03 - The annual general meeting must be called within 60 days of the final game of the playoffs.

9.04 - The Executive board may fill vacant positions when they arise, from within the Association’s membership.

9.05 - The Executive board shall determine the date of the annual general meeting within the stated time period. Notification of the annual general meeting to be transmitted to eligible members by the Team Representative.

10.01 - Any Association member, not able to attend the annual general meeting, who has a desire to stand for election for any office shall;

  1. Prior to the start of the annual general meeting, write their nominations in a clean, legible form;
  2. Submit the nominations in a sealed envelope to any executive member.

10.02 - The envelope(s) shall be opened just prior to the election of officers and will be read by the Secretary when the nomination for such office as expressed by the member comes to the floor for nominations.

11.01 - Persons who are entitled to one (1) vote, will have been duly registered with the Association for the past year.

12.01 - The Treasurer shall deposit all monies belonging to the Association in a reputable financial institution, in the name of the Richmond Hill Men’s Recreational Baseball League.

12.02 - All cheques drawn on the Association’s funds shall bear the signature of the Treasurer and one other officer of the Association.

13.01 - Should the Association cease operations, the existing Executive board shall determine allocation of all remaining assets to a sports based charitable organization of their choosing.

14.01 - All general meetings, Executive boards, Team Representatives and Committee meetings will follow the Rules of Order by Roberts, unless stated otherwise in this document.

15.01 - All committees will be determined by the Executive board. Chairmen of committees shall be appointed by the Executive board. Committee members shall be governed by the Chairman, who shall report to the Executive board upon request.

15.02 - All recommendations by a committee to be presented to the Executive board for approval.

16.01 - Any Executive member may be removed from office by a majority vote of the Association.

16.02 - No consumption of alcoholic beverages by team players before or during the game that they are participating in. No consumption of alcoholic beverages by team players within the general eating area, dugouts and playing field at any time. Violation of this by-law may result in suspension.

16.03 - All members of the Association are to abide by the “Code of Conduct”, recommended by the Rules Committee and approved by the Executive board.

16.04 Disciplinary measures will be taken by the Executive board for violations of Association rules, By-laws, and the Code of Conduct.

17.01 - No registration will be accepted from any individual who will not be the age of majority before May 1st of that year’s registration.

17.02 - The Executive board reserves the right to decline a member’s registration that constitutes any precaution of ability to injury and/or conduct, as far as; no member can be denied registration without the unanimous decision of the elected members of the Executive board.

18.01 The elected members of the Association Executive board must review the RHMRBL constitution every three (3) years or less.
